Herne Bay is quite a variable location and you need a low tide of below 1.0m to access the fossiliferous area. Sometimes this will be pretty well covered in sand. Sometimes it will be covered in seaweed, but other times there will be hardly any of either and teeth will be easily picked up. No matter what the conditions, given a bit of looking, some teeth should be found and if you've not been to the location before, I'm sure you won't be dissapointed.
